Answer

$\therefore250\text{cm}=\frac{250}{100}=2.5$
Now, $4\%$ of $1\ km=\frac{4}{400}\times1000\text{m}=40\text{m}$
Hence, $250\text{cm}\neq4\%\text{ of }1\text{km.}$
