In steady state, as asbestos is a poor conductor of heat than air, temperature of rod $( 1 )$ will be higher.

Also as temperature of rod $(1)$ is high

$\Rightarrow r \downarrow \Rightarrow \frac{v^{2}}{r} \uparrow$
