(1) The Council of Ministers headed by the Prime Minister is the political executive; whereas the senior civil servants is the administrative executive.
(2) The policies are decided by the political executive and these are implemented by the administrative machinery.
(3) The senior civil servants are the secretaries who head the various departments of the government. They provide information and give advice to their ministers on the policy matters.
(4)A healthy relationship between the two ensures successful implementation of the policies and welfare programmes of the government.
Therefore, an amicable relation between the political executive and the administrative executive is a pre-requisite for the smooth governance of the nation.
