  1. To promote and safeguard the unity of country.
  2. To accommodate regional diversities.
  • These two aspects are crucial for the institutions and practice of federation.
  • Governments at different levels should agree to some rules of power-sharing.
  • The government should also trust that each would abide by its part of the agreement.
  • An ideal federal system has both the aspects-mutual respect and trust and agreement to live together.
