Alarmed at the popular upsurge against the Rowlatt Act, the British administration took many harsh steps to suppress the movement.
- They picked up several local leaders from Amritsar and sent them to jail.
- Mahatma Gandhi was barred from entering into Delhi.
- On April 10, police in Amritsar fired upon a peaceful procession. The firing provoked the agitators that resulted in widespread attacks on banks, post offices and railway stations. Martial law was imposed and General Dyer took command.
