Alarmed at the popular upsurge against the Rowlatt Act, the British administration took many harsh steps to suppress the movement.
  1. They picked up several local leaders from Amritsar and sent them to jail.
  2. Mahatma Gandhi was barred from entering into Delhi.
  3. On April 10, police in Amritsar fired upon a peaceful procession. The firing provoked the agitators that resulted in widespread attacks on banks, post offices and railway stations. Martial law was imposed and General Dyer took command.
