Major policy initiatives in agriculture sector were:
  1. Land reforms.
  2. Green revolution.
  • Equity in agriculture called for land-reforms.
  • Land ceiling was another policy initiative to promote equity in the agricultural sector.
  • It was the 'Green Revolution' which led to the breaking up of the stagnation of agriculture.
  • Spread of the green revolution technology enabled the country to attain self-sufficiency in food grains.
  • Further this revolution helped the government to procure sufficient amount of food grains to build "buffer stocks" to be used in times of food crisis.
  • Despite its benefits, the technology involved in the Green Revolution was not free from risks like:
  1. The disparity between small and big farmers widening.
  2. The HYV crops were more prone to attack by the pests, thereby the small farmers who used this technology would render huge loss in case of a pest attack.
  • But the government took favourable steps to benefit the small farmers like providing them loans at low rates of interest and subsidised fertilisers. Outcome of this was that output on small farms was equal to the output on large farms over a period of time.
