Introduction:
Mostly public sectors established by government are managed through departments of government.
They are managed through public corporation and government company.
In our country railways, post and telegraph are managed through government departments.
Meaning of Government Departmental Management :
Mainly departmental management is carried on through government departments, through officers and employees.
It is managed by Central government, State government departments, central and State government's rules are applicable to them.
The public enterprise working under the direct control of government, answerable to minister of a certain department is called government departmental management.
Characteristics of Government Departmental Management : They are as stated below :
Allocation of Finance :
Finance is allocated to units run under public sector, according to finance allocated in budget.
The income of government department is deposited in government treasury.
Maintenance of Accounts :
Accounts of government department are maintained as per rules prescribed.
It is audited by Controller and Auditor General $(CAG).$
Responsibility :
The responsibility of the concerned minister is to supervise the performance of the concerned department.
It is their responsibility to present account before state legislative assembly or parliament.
Appointment of employees :
The employees of the government department are the employees of government.
Their recruitment, conditions and rules of service; appointment are like those of government employees.
Government Rule and Regulations :
Each department has to perform as per the rules of the government.
Nobody can protest it. e.g. Railway fare, rates of postal stamps etc.
Government management and control :
The management of government department is carried on under control of the concerned minister through administrative officer.
Conclusion :
Administration of the public enterprise in the form of a government department is the oldest form in our country.
Various services are provided at subsidies rates to public through government departments. e.g. Post and Telegraph, Telephone, railway etc. The concerned minister is responsible for the activities of the department.
He is answerable to parliament.
