Holding together of federations:
  1. When a large country divides its powers between the constituent states and the national government.
  2. Central government tends to be more powerful vis-a-vis the states.
  3. Very often, the different constituent units have unequal powers. Some units are guaranteed special power.
  4. E.g., India, Spain and Belgium.
Coming together of federations:
  1. Independent states come on their own to form a bigger unit.
  2. All the constituent units have equal power and are strong vis-a-vis the federal government.
  3. By pooling in their sovereignty, they increase their security.
  4. E.g., USA, Switzerland and Australia.
