It can be clearly seen in the following picture that at the base of the Gram Panchayat, all governments are firmly established. Above the Gram Panchayat, Taluka Panchayat and above it the District Panchayat is situated. Above District Panchayat, State government is situated, which administers the state. Above State Government is the Central Government situated, which administers the country. Thus, the Gram Panchayat is at the base of all governments.
