It is universally accepted that the rights are the social conditions necessary for the fullest development of personality of every individual.
(2) However, an individual is not above society or state.
(3) The larger public interest and security of the state have always to be kept in view.
(4) No right can be unrestrained. In the larger national interest, the President has been empowered to suspend Fundamental Rights during the national emergency. Thus, in the interest of the society and the state, limitations have been placed on the Fundamental Rights.
