Tea industry began in India in 1851. Most of the tea gardens were situated in Assam. In 1903 the industry employed 4,79,000 permanent and 93000 temporary employees.
Bulk of labour had to be imported from other provinces on contract basis.
The employers and employees had no direct contact, there were contractors in between.
Contractors and administration paid no attention towards the health and well being of the workers.
