$ {\left[\begin{array}{cc}a+1 & 2+b \\ 7 & -1-c\end{array}\right]=\left[\begin{array}{ll}5 & 0 \\ 7 & 3\end{array}\right]}$
Comparing the corresponding elements we get
$a + 1 = 5 = > a = 4$
$2 + b = 0 = > b = -2$
$-1 - c = 3 = > c = -4$
