It is given that, $\frac{\text{Length of the rectangle}}{\text{Perimeter of the rectangle}}=\frac{1}{3}$
$\Rightarrow\frac{\text{l}}{(2\text{l}+2\text{b})}=\frac{1}{3}$
After cross multiplying, we get:
$3\text{l}=2\text{l}+2\text{b}$
$\Rightarrow\text{l}=2\text{b}$
$\Rightarrow\frac{\text{l}}{\text{b}}=\frac{2}{1}$
Thus, the ratio of the length and the breadth is $2 : 1.$
