$a_1a_2 + b_1b_2 + c_1c_2 = 7 \times 3 + 5 \times (-1) + 6 \times (-10)$
$=-44\neq0$
Therefore, the given planes are not perpendicular.
$\frac{\text{a}_1}{\text{a}_2}=\frac{7}{3},\ \frac{\text{b}_1}{\text{b}_2}=\frac{5}{-1}=-5,\ \frac{\text{c}_1}{\text{c}_2}=\frac{6}{-10}=\frac{3}{-5}$

Therefore, the given planes are not parallel.
