When you fall on a cemented floor, the practicals are so rigid to move that the don't displace more and hance apply more opposite. In case of cushion, when you apply force on it the particles are quiet free to move so they apply force on you but displace more from their mean position.
Therefore the opposite force applied by cushion is less than the cemented floor. That why cemented floor hurt more on falling rather then cushion.
