Both at R and S, consumer has OK (same) amount of Good-Y. But at S, the consumer has $OL _1$ amount of Good-X which is greater than OL (the amount of Good-X at point R).
We know, more of a good means more satisfaction owing to monotonic preferences.
Hence, the conclusion that $IC _2$ offers higher level of satisfaction than $IC _1$.
