We have, $(\text{x}^2+\text{y}^2)\frac{\text{dy}}{\text{dx}}=8\text{x}^2-3\text{xy}+2\text{y}^2$ $\Rightarrow\ \frac{\text{dy}}{\text{dx}}=\frac{8\text{x}^2-3\text{xy}+2\text{y}^2}{\text{x}^2+\text{y}^2}$ This is a homogeneous differential equation.
