$H ^{+}$or $H _3 O ^{+}$ions in aqueous solution are responsible for acidic character and $OH ^{-}$ions in an aqueous solution are responsible for basic character
$HCl \xrightarrow{ H _2 O } Cl ^{-}( aq )+ H ^{+}( aq )$
$H ^{+}( aq )$ ions are formed in an aqueous solution of $HCl$ . So, it can be said that $HCl$ is an acid.
$NaOH ( s ) \xrightarrow{ H _2 O } Na ^{+}( aq )+ OH ^{-}( aq )$
$OH ^{-}$ions are formed in an aqueous solution of $NaOH$ .
So, it is a base.
