The second line of the second shloka says that, "Having drunk water for eight months from the earth, the sun started releasing it when the time arrived."
The sun carries water upward from the earth in the form of vapour for eight months during summer and winter. This is how, the sun collects water for eight months and when the time arrives means when the rainy season sets in, it starts releasing the water $($the rain$)$ in the form of clouds with its rays. So when the rainy season sets in, the water falls on the earth through clouds.
