All the public sector establishments and those private sector establishments employing 10 or more hired workers are called 'formal sector establishments'.
It is the Union Ministry of Labour, which with the help of employment exchanges located in various parts of the country, provides information regarding the employment in the formal sector.
In the year 2010, out of 29 million workers in the formal sector, about 18 million workers were employed by the public sector.
Men form the majority of the formal sector workforce in comparison to women, who constitute just about $\frac{1}{6}\text{th}$ of the formal sector workforce.
It is further stated that the reform process initiated in the early 1990's was responsible for a decline in the formal sector workforce.
