Tires have stronger grip on a flat road than when climbing a sloping road. Explain

The friction force on sloping road is $\mu mg \cos \theta$ ( $\theta=$ slope of road) and the friction force on flat road is $\mu_{ mg }$. The value of $\cos \theta$ is always less than 1 . That is why on flat road the grip of tyre is better.
