Answer

Mixing an acid or a base with water results in decrease in the concentration of an acid or a base and ions $\left( H _3 O ^{+} / OH ^{-}\right)$per unit volume. This process is called dilution and the acid or base is said to be diluted.
For example, concentrated $HNO _3$ or $H _2 SO _4$ is always added slowly to water with constant stirring which results in the decrease in the concentration of $HNO _3$ or $H _2 SO _4$ and solution gets diluted.
