This process is called dilution and the acid or base is said to be diluted:
For example,
Concentrated $\mathrm{HNO}_3$ or $\mathrm{H}_2 \mathrm{SO}_4$ is always added slowly to water with constant stirring which results in the decrease in the concentration of $\mathrm{HNO}_3$ or $\mathrm{H}_2 \mathrm{SO}_4$ and solution gets diluted.
