It is correct to state that the data collected for the first time, i.e., primary data today, will become secondary data tomorrow, when the same data is used by somebody else. For example, the data provided in the Economic Survey published by the Government of India is primary data for the Government, but it becomes secondary data when the data in the publication is used by the planners, researchers, schools, colleges etc.
