The lessons learnt are as follows: First, strong direction in both administrative and political arenas is essential for good governance. Second, it is feasible to put into practice the administrative strategies to deal with issues of solid waste management and public health if enough thought is put into generating the work ethics as well as public awareness, supported by the proper law enforcement measures.
