Blood is called a tissue since it contains many blood cells i.e. $\text{RBCs}$, $\text{WBCs}$ and platelets working together to perform a common function. Blood connects the body systems together bringing the needed oxygen, nutrients, hormones and other signaling molecules, and removing the wastes.
