Why is the minister more powerful than a civil servant?

In a democracy the will of the people is supreme. The minister is an elected representative of the people and thus empowered to exercise the will of the people on their behalf. The Bureaucrats or the Civil Servants function under the respective ministers and are responsible for the smooth functioning of the government. Hence, Ministers are more powerful than the Bureaucrats in their functioning.
