The administrative system is the -backbone of the Indian State. It comprises of - All India services, the Central Services and the State Services.
The Union Public Service Commission makesrecruitment to All India Services like Indian Administrative Service and Indian Police Service. by conducting competitive examinations.
Similarly the Gujarat State Public Service Commission recruits the personnel in the State Services.
Civil service is known as ‘Meritocracy’ as the officials are recruited on the basis of merit.
The administrative system is Known as Permanent Executive’ as the officials and the staff remain in the service till they attain the age of retirement.
The political executive comes and goes. The civil servants provide continuity and stabilityto the government.
The civil servants observe the principle of political neutrality and diligently serve the government of the day, irrespective of its ideology.
