The administrative system is the backbone of the Indian State. It comprises of All India services, the Central Services and the State Services.
→The Union Public Service Commission makes recruitment to All India Services like Indian Administrative Service and Indian Police Service by conducting competitive examinations.
→Similarly the Gujarat State Public Service Commission recruits the personnel in the State Services.
→ Civil service is known as 'Meritocracy' as the officials are recruited on the basis of merit.
→The administrative system is known as Permanent Executive as the officials and the staff remain in the service till they attain the age of retirement.
→The political executive comes and goes. The civil servants provide continuity and stability to the government.
