In the first meeting of the newly constituted Lok Sabha, the members elect one among themselves as the Speaker of the House.
→ The Speaker is elected for the full term of five years and remains in the office till his/her successor is elected. However, he may resign earlier. The Speaker may be removed by the House, after giving fourteen days notice, by simple majority vote.
→ The Speaker is the presiding officer of the Lok Sabha who conducts the business of the House according to the rules of procedure and in non-partisan manner.
→ He protects the dignity of the House and the privileges of its members.
→ A member may address the House only with the permission of the Speaker. The Speaker ensures orderly conduct of business in the House by prior-consultation with the leaders of the political parties in the Lok Sabha.
→ He gives ruling on the point of order raised by the members. His ruling is regarded as final.
→ He maintains discipline in the House by taking action against the unruly members.
→ He designates the chairpersons and members of the different committees of the House.
→ He decides whether a bill is a money bill or an ordinary bill.
→At the end of the discussion, he puts the matter for the division of votes. He does not vote in the House except in the event of a 'tle': when he resolves the matter by exercising 'Casting Vote'.
