(i) Rural Areas have been neglected : Every type of education is available in urban areas but rural areas are deprived of it.
(ii) Low government expenditure is also responsible for its poor state of affairs. In 1950-51 it had committed to allocate 6% of GDP for it. But still it is 4%, much below than required.
(iii) The quality of education is fairly low.
