It can be observed that
$|\vec{\text{a}}|=\sqrt{2^2+(-1)^2+3^2}=\sqrt{14}$
$\big|\vec{\text{b}}\big|=\sqrt{(-2)^2+1^2+(-3)^2}=\sqrt{14}$
Hence, $\vec{\text{a}}\text{ and }\vec{\text{b}}$ are two vectors having same direction.
