There is a lot of financial loss. Such a situation is known as 'flood'.

To ensure that all rainwater does not flow away into rivers or streams, we should build dams on rivers. We should construct lakes to store rainwater. We can collect rain-water by building canals that will carry it to various lakes.
Advantages : $(1)$ Water stored in dams can be used as drinking water, for irrigation and in Industries. $(2)$ Stored rainwater can be used in many ways for the whole year until it rains again next year.

How are clouds formed and how does it rain ?
Answer
Due to heat of the sun in summer, water from lakes, oceans and seas becomes hot and changes into vapour. Since vapour is very light, it rises high. Fine dust particles in the air combine with vapour to form water droplets. This collection of water droplets is known as clouds.
Clouds move from one place to another due to wind. Clouds continue to cool and become large in the cooling temperatures. When the water droplets become big and heavy, they come down to earth in the form of rain.

When clouds cool down, water droplets are formed within them. When these droplets come down to earth, we call it rain. Thus, water that leaves the earth in the form of vapour comes down again. This cyclic exchange is known as the 'Water Cycle'.
