$K _b$ value of aniline is less than ethyl amine, hence aniline is weak base than ethyl amine. Moreover $- NH _2$ group is directly linked to benzene ring in aniline. The lone pair of electron present on nitrogen atom is not available for conjugation with $\pi$-electrons of benzene ring. Therefore, aniline is weaker base than ethyl amine.
