Electric and magnetic field is related with basic equations like,
$eV =1/2 \ mv^2$ or $eE = ma$ and,
$eBv = mv^2/r$
In all these equations, the dynamics of electrons is determined not by $e$ and $m$ separately but by the combination $e/m.$
Hence, we do not talk of $e$ and $m$ seperately.
