$ \text { Let } \log _{10} 0.01=x $
$ \Rightarrow 10^x=0.01 $
$ \Rightarrow 10^x=\frac{1}{100} $
$ \Rightarrow 10^x=\frac{1}{10 \times 10} $
$ \Rightarrow 10^x=\frac{1}{10^2} $
$ \Rightarrow 10^x=10^{-2} $
$ \Rightarrow x=-2$
Thus, $\log _{10} 0.01=-2$
