Introduction :
During $1760-1810$ many types of machineries were invented in England due to which the large scale production started. This is know as industrial revolution During that time the main aim was more production and more profit and due to this employees were exploited. During the second world war there, was scarcity of manpower in industries and then after the industrialists understood the importance of staff.
They realized that machines do not work automatically but employees operate them. As a result they realized the need for a scientific system for employee and retaining staff.
The gave birth to staffing.
Meaning of Staffing :
Just like other functions of management.
Staffing is also an important function of management.
It is a relationship between the firm and its employees.
In general term. Staffing is not merely recruitment but acquiring employees, training and maintaining them in the organization.
In this sense ‘’ staffing includes recruitment, section, training, promotion, transfer and post retirement activities.’’
Characteristics of Staffing :

Staffing is one of the important functions of management like planning, organizing, directing, co-ordinating and controlling.
Perennial Process :
Organization cannot exist without employees, As long as organizational activities employees and staffing will also exist.
Wide scope :
Staffing is not merely an activity for labour welfare but is also concerned with acquiring training and maintaining personnel and it also works for their development.
Concerned with human relations :
The main objective of staffing is to acquire right employee and make the best use of them.
Employees are the only living factors of productions.
They have feelings and self respect.
As it is related with human element, a humanitarian behaviour is expected towards them.
Staffing is a dynamic process :
Due to proper staffing all the activities of and organization become dynamic.
Related with other managerial functions :
Other managerial functions like planning organizing directing co-coordinating and controlling are closely related with staffing.
Capital expenditure:
The expenditure incurred for recruitment, selection training and development. Of the staff is one on expense but an investment.
Conclusion :
If business unit has done proper planning and has proper organization but does not select proper staff and train them, then entire planning will be a failure, thus, we can say that success of a business unit depends upon skill and expertise of an employee.
