Answer

Lead oxide is a metallic oxide which reacts with hydrochloric acid to produce lead chloride and water, but it is excluded from the class of bases, because chlorine is also produced.
$PbO_2 + 4HCl → PbCl_2 + Cl_2 + 2H_2O$
Thus, lead oxide is not a base.
