$=\text{cosec}\big\{90^\circ-(23^\circ-\theta)\big\}-\sec(23^\circ-\theta)$
$=\sec(23^\circ+\theta)-\sec(23^\circ-\theta)$
$=0$
$=\text{R.H.S.}$
$=\text{cosec}\big\{90^\circ-(23^\circ-\theta)\big\}-\sec(23^\circ-\theta)$
$=\sec(23^\circ+\theta)-\sec(23^\circ-\theta)$
