We have $7 \leqslant \frac{{(3x + 11)}}{2} \leqslant 11$
$ \Rightarrow 14 \leqslant 3x + 11 \leqslant 22 \Rightarrow 3 \leqslant 3x \leqslant 11$
$ \Rightarrow 1 \leqslant x \leqslant \frac{{11}}{3}$
