If the velocity of liquid in the pipe is v ,
Velocity at top $=\frac{1}{2} \frac{ v ^2}{g}$
Here, $v =10 m / sec$ and $g =9.8 m / sec ^2$
Velocity of water at the top $=\frac{1}{2} \frac{(10)^2}{9.8}$
