$M_{12} =\frac{N_2 \phi_{12}}{I_1}$

$=\frac{N_2(B A \cos \theta)}{I_1}$

$\therefore M_{12}$ will be maximum when $\cos \theta=1$ , i.e $\theta=0^{\circ}$ (when two coils are parallel)
