We know that, $\text{Q}=\frac{\text{KA}(\text{T}_1-\text{T}_2)\text{t}}{\text{l}}$ For given problem, kt = constant or $\text{k}\propto\frac{1}{\text{t}}.$ $\therefore\frac{\text{k} _1}{\text{k}_2}=\frac{\text{t}_2}{\text{t}_1}=\frac{10}{30}=\frac{1}{3}.$
