Efficiency of a Carnot engine is given by $\eta=\Big(1-\frac{\text{T}_2}{\text{T}_1}\Big)$
Where, T2 = temperature of sink
and T1 = temperature of sink source.
So, for $\eta=1$ or 100%, T2 = 0K or heat is rejected in to a sink at 0K temperature.
