Land reforms were not implemented successfully, because:
In some areas, zamindars continued to own large areas of land by making use of loopholes in the legislation against ownership of surplus land.
In some cases, tenant farmers were evicted and the landowners claimed to be the actual tillers.
Most of the poor farmers who got ownership rights of the land they were tilling did not benefit from land reforms.
The land ceiling legislation also faced hurdles. There was delay in implementation and the big landlords used this delay to register their land in names of their kith and kin, thereby escaping legislation.
Corruption and lack of ownership records of agricultural land made implementation of land reforms difficult.
Poor and illiterate farmers did not trust that the land reforms were for their benefit, as they were exploited.
