The people protected with Samveda, Rigveda and Yajurveda always remain happy and never feel distreessed. त्रयी means Samveda, Rigveda and Yajurveda. People should obtain the knowledge of these three Vedas from the learned and cultured people.

चतस्रः एव विद्या इति कौटिल्यः।
Answer
Four type of learning itself means Kautilya - (1) आन्वीक्षिकी the learning exposing truth through proper examination (2) त्रयी means the three Veda - Regveda, Yajurveda and Samveda (3) वार्ता means agriculture, cattle rearing and trade and commerce (4) दण्डनीति contains provisions for punishment to criminals. It is meant for the welfare of people.
The disciples of Usanasa accept दण्डनीति only. The disciples of Brihaspati accept two type of learning वार्ता and दण्डनीति. While त्रयी, वार्ता and दण्डनीति are accepted by the disciples of Manu. On the contrary, the disciples of Kautilya accept four types of learning - (1) आन्वीक्षिकी (2) त्रयी (3) वार्ता and (4) दण्डनीति

Meaning: आन्वीक्षिकीं and त्रयी should be learnt from the learned and cultured people.
Reference: This statement has been taken from 'चत्रस्त्रां विद्याः' a lesson based on the first chapter of economics composed by Kautilya.
According to this statement, the scholars discuss about different subjects and express their opinion. Kautilya's economy is not based only on wealth, rather it covers policies and ethics to be adopted by a king as a part of his duties, Both आन्वीक्षिकी and त्रयी help a king to form policies for the developement of the state as well as for the welfare of the people. Both of them help to learn to expose truth after the proper examination of different aspects. A king can rule successfully when he learns both of them and implement them in administration.
