Milking of the earth means agriculture. Here, the earth and the king Pruthu have been described as a cow and shephered respectively. The king Pruthu was the first to milk the earth and obtained foodgrains.
The king Pruthu milked the earth which took the form of a cow. By milking it, a vast amount of food as milk was obtained with which Pruthu protected the people suffering from starvation and made them happy.

The earth has been attributed as a cow.It has been given the metaphor of a cow. Seeing the earth without yajna, without foodgrains and suffering from drought, the king Pruthu as a shephered wanted to burn it.
Pruthu milked the earth which took the form of a cow and obtained a vast amount of milk as food. Similary, a king should milk the earth as a cow. He should bring her up with farming activities and protect the people from starvation. The earth should be milked for certaion time and in certain quantity.

The king Pruthu was kind and religious. His father Ven was cruel and anti religious so the condition on the earth worsened. During Ven's regime, the wicked were honoured and the gentle people were humiliated. Yajna, charity and other religious activities were prohibited. Theft and other crimes increased. Wealth and foodgrains of the gentle people were snatched by the wicked. Seeing the earth without yajna, charity and religious activities, the king Pruthu wanted to burn the earth.
To protect the people suffering from starvation, the kind king Pruthu milked the earth which took the form of a cow. By milking her, a vast amount of milk was obtained as food with which Pruthu protected the people suffering from starvation and made them happy.
