$\mathrm{E}_{\mathrm{cell}}^0=\mathrm{E}_{\frac{\mathrm{Br}_2}{\mathrm{Br}}}^0-\mathrm{E}_{\frac{\mathrm{Cl}_2}{\mathrm{ct}}}^0$
$=1.09 \mathrm{~V}-1.36$
$=-0.27 \mathrm{~V}$
Since $E^{\circ}$ cell is -ve, reaction will not take place.
