$a.$ On the basis of given input/output table, we can draw the following table.
The graph shows $y = 3x - 1$ pattern.
$b.\ \therefore\ $pattern is $y = 3x - 1$
If $x = 3$, then $y= 3 \times 3 - 1 = 9 - 1 = 8$
If $x = 8$, then $y = 3 \times 8 - 1 =24 - 1 = 23$
