Explanation: This line has been taken from "मदनदहनम्" act of the third canto of "कुमारसम्भवम्" composed by the great poet Kalidas.
Though Lord Shiva is hot tempered, he is very affectinate towards his devotees. Therefore he accepted the garland offered by Parvati as a symbol of her devotion towards him. Taking advantage of this situation cupid thought that the best moment has arrived and decided to use his best and never failing arrow called Sammohan. While Parvati was offering garland to Lord Shiva, without wasting even a single moment he took aim with his arrow.
This line indicates cupid's presence of mind.
